Court remands 17-year-old for defiling minors in Ogun
An Ota Magistrates’ Court in Ogun on Tuesday, remanded 17-year-old, Dayo Gbadegbola, in custody for allegedly defiling two minors.
The accused, who resides at No. 30 Ashimolowo Street, Toll-gate, Ota, was arraigned on charges of conspiracy and defiling two minors aged four and six years, respectively.
Prosecutor Ebibomino Itaita told the court that the accused had an unlawful carnal knowledge of the minors by sleeping with them on July 20 and July 22 at his residence.
Ebibomino said the offences contravened Sections 218 (i) and 360 (i) of the Criminal Code, Revised Law of Ogun, 2006.
The Chief Magistrate, Mrs Funke Odubanjo, ordered that the accused be remanded in Borstal Institution of Adigbe, Abeokuta, pending the advice from the Director of Public Prosecutions.
Odubanjo adjourned the case till October 9, for mention.
FG ready for Ebola resurgence – CDC
Prof. Abdusalam Nasidi, National Coordinator, Centre for Disease Control, on Tuesday said Nigeria had taken adequate measures to contain the resurgence of Ebola Virus Disease in the country.
Nasidi disclosed this in an interview with the News Agency of Nigeria in Abuja.
According to him, the measures are in response to the recent resurgence of the disease in neighbouring Liberia which had earlier been certified Ebola-free by the World Health Organisation.
Nasidi said screening had been intensified at strategic entries in the country, with the establishment of a rapid respond team and an emergency response centre, at the federal level.
He said, “There are automatic temperature scanning cameras mounted at strategic places which take one’s temperature and other parameters.
“If it indicates a high temperature, such an individual would be apprehended and taken into isolation immediately.
“With this level of preparedness, I don’t think that the diseases can take us by surprise anymore.”
Nasidi further said that CDC, had been working with various scientists from Germany, Guinea and other counties to discover other possible causes and the prevention of Ebola.
He said the CDC had organised training for medical personnel and volunteers, adding that some of the programmes were still ongoing in various states in the country.
He said during the outbreak of Ebola in Liberia in 2014, 211 Nigerian experts were sent to that country and Sierra-Leone, as part of African support to Ebola in West Africa.
“We were able to assist the countries to reactivate health care services which led to a drastic reduction of the epidemic before its resurgence,’’ he said.
Nasidi said in order to fully contain the disease, the National Orientation Agency had been involved in educating people in various languages, mostly on the danger of consuming bush meat.
He warned that the consumption of bat meat remained the main source of picking up the virus.
NCC confiscates N4m pirated works in Ilorin
The Nigerian Copyright Commission has confiscated pirated works valued at over N4m during a raid on outlet stores selling videos and musical works in Ilorin.
The Head, Ilorin Liaison Office of the commission, Mrs Justina Akinwumi made this known on Tuesday, while briefing newsmen on the activities of the commission in the state.
Akinwumi, said that the commission arrested five persons involved in the piracy activities during the raid.
“Nigerian Copyright Commission has zero tolerance for piracy and all the perpetrators of the heinous act will be brought to book,” she added.
Akinwumi, who described the activities of pirates in the country as alarming, declared that NCC would spare no effort to bring the activities to the barest minimum.
“Activities of pirates in the country have assumed an alarming dimension and there is the need to put a lasting solution to the menace,” Akinwumi said.
The NCC head said the five suspects were arrested for illegal production and circulation of pirated optical discs at various locations in Ilorin.
“Copyright Inspectors backed by armed policemen in an anti-piracy operation carried out at five suspected optical discs shops containing Nigerian and foreign musical and movies confiscated pirated works worth N4m,” she said.
She therefore warned all those engaged in the criminal activities of selling both foreign and local pirated video and musical works to desist from it or face the wrath of the law.
Akinwumi appealed to the people not to patronise or buy pirated works but should insist on genuine products, particularly video and musical works.
Jonathan fought me over N1.9tn subsidy funds – Amaechi
Former Governor of Rivers State, Rotimi Amaechi, has said his refusal to support ex-President Goodluck Jonathan’s bid to secure the support of governors for an upward review of subsidy payments was one of the reasons why they fell apart.
Amaechi also revealed that the former President asked him not to seek re-election as the Chairman of the Nigeria Governors’ Forum because of his principled stand against the unjustified depletion of a common patrimony.
The former governor said this in Abuja, late on Sunday, at a dinner organised in his honour by his friends in Abuja.
The Committee of Friends was chaired by ex-Bayelsa State governor, Timipre Sylva. Others in the group included Senator Magnus Abe, Dakuku Peterside and the governors of Plateau and Bauchi states, among others.
According to Amaechi, the former President also presided over the taking away of oil wells belonging to the people of Rivers State, a situation which adversely affected the state’s revenue base.
He said, “When the trouble between me and the former President started, as the Chairman of the Nigeria Governors’ Forum, the oil subsidy was N300bn under President Obasanjo. It remained the same under Yar’Adua. Six months of President Goodluck Jonathan, the oil subsidy rose to N1.9trn. Is it that the country now doubled its population or bought more machines or started manufacturing?
“As the Chairman of Nigeria Governors’ Forum, I was in a position to get my own share of the N1.9trn, but I chose the part of honesty and truth; you cannot catch me being dishonest.”
The former governor also said, “There was a time I walked into a meeting with the former President (Goodluck Jonathan) and in the meeting, the argument was that they wanted more money for oil subsidy. As the Chairman of Nigeria Governors’ Forum, I stood my ground and told the then President I was not going to support that.
“He asked me why and I explained that we are already in court with you on the issue of fuel subsidy. The ex-President abused the hell out of my life. I have huge respect for the President, but the only thing that made me disagree with him was on the issue of the management of the country’s treasury.”
Amaechi challenged those who claimed that he betrayed the South-South with his support for the All Progressives Congress and President Muhammadu Buhari to tell the world how former President Jonathan’s presidency benefited the region in particular and Nigeria in general.
He pointed out that by his own admission, the former President, while seeking re-election, appealed to the people of the zone to give him a second chance because he did nothing for them in his first term.
Amaechi also said the looting of the nation’s treasury was done by people from all the geo-political zones, but noted that the only thing was that it was presided over by a President from the South-South.
He said the victory of the APC during the last general elections was largely due to the fact that the party had a good product in the person of Muhammadu Buhari to sell.
Amaechi said his successor, Nyesom Wike and his supporters were trying very hard to dent his image because they know that if he gets a federal appointment, it would change the politics of the state.
In his remarks, Vice President Yemi Osinbajo described Amaechi as a man of tremendous courage who stood up, not just against former President Jonathan, but the entire establishment.
He said, “Everyone agreed that the Peoples Democratic Party was powerful and it would be difficult to remove it from office, but one man stood up against the whole might of the Federal Government, and today, we are celebrating the man and the victory of our party because of what he did.
“Amaechi is also a man of big ideas and very insightful. He understands how to live long in the hearts of men. His education policies in Rivers State and all of those children he gave real hope and opportunities will always be there. He will be remembered long after he left this earth.”
Earlier, the Governor of Kaduna State, Mallam Nasir el-Rufai, said the former Rivers State Governor was one Nigerian who deserves all the accolades because of his detribalised nature.
He explained that his decision to lead four of his other colleagues to dump the PDP altered the equation, because if only the four who were northerners left, it would have been a case of northerners leaving the PDP “to join a northern party.”

How rapper, Snoop Dogg was stopped at Italian airport with $420,000 in cash
Italian police stopped American rapper Snoop Dogg at Lamezia Terme airport on Saturday for trying to board a plane with over $420,000 in undeclared cash. Police seized half the money and opened an investigation, local media said.

The “Drop it like it’s hot” singer had performed two shows in the south of Italy and was on his way to the UK, where he is slated to take to stage at the Kendal Calling Festival, according to the AGI news agency.
During a security check before the rapper boarded his private jet, police saw two bags full of cash, totalling $422,000 (384,000 euros). Travellers within the European Union must declare any amount over 10,000 euros in cash as part of efforts to combat money laundering.
The artist cooperated with the authorities and only asked that he could leave as soon as possible for London, local reports said. According to AGI, four lawyers have been assigned to the case and Snoop Dogg will be able to reclaim the rest of his money after paying a fine.
The airport incident comes barely a week after the 43-year-old was briefly arrested by police in Sweden on suspicion of using illegal drugs.
Six arrested over policeman’s death in Sokoto
The Sokoto State Police Command on Monday confirmed the arrest of six workers of a four-star hotel in Sokoto over the death of a Police Inspector, Mr. Nura Hashimu, on Saturday.
The Command’s spokesman, Mr El-Mustapha Sani, told the News Agency of Nigeria that the deceased died after he was allegedly beaten to a state of coma by security guards of the hotel.
Sani said, “The deceased had reportedly lodged in the hotel for about five days preceding the incident.
“The late officer was asked to leave the hotel after repeated complaints by some of his neighbours in the hotel that his room was always rowdy.
“He had earlier parked his belongings and put them in a commercial tricycle and left the hotel, but he later returned angrily.”
The police spokesman added that on Hashimu’s return, the deceased reportedly had a misunderstanding with the Managing Director of the hotel, prompting the intervention of the security guards, who allegedly beat him up.
According to the police spokesman, the late inspector was rushed to the Specialist Hospital, Sokoto, where he was confirmed dead.
Sani said the corpse had been taken to Usmanu Danfodiyo University Teaching Hospital, Sokoto, for autopsy to determine the real cause of the death.
The police spokesman stated that the six suspects had been detained for further investigation.
Ten Malian soldiers killed in Timbuktu terror attack
Ten soldiers were killed Monday in a “terrorist” attack on their camp in the Timbuktu region of northern Mali, a military source said.
“This morning at Gourma-Rharous we pushed back a terrorist attack which caused 10 deaths in our ranks,” the source said.
Another military source confirmed the ambush, saying it had targeted a unit of the National Guard based in Gourma-Rharous and left around 10 men dead.
The second source said the attackers were believed to be “jihadist elements” linked to Islamist group Ansar Dine.
The attack comes two days after two Malian soldiers were killed and four others injured in an ambush in the centre of the west African country.
Jihadist attacks have long been concentrated in Mali’s north but began spreading at the beginning of the year to the centre of the country and, in June, to the south, near the borders with Ivory Coast and Burkina Faso.
The north came under the control of Ansar Dine — which is Arabic for Defenders of Faith — and two other jihadist groups, Al-Qaeda in the Islamic Maghreb and the Movement for Oneness and Jihad in West Africa, in April 2012.
A move south towards the capital by the extremists, who imposed a brutal version of sharia on inhabitants, prompted Mali’s former colonial master France to intervene in January 2013, pounding their positions in the north.
Chronic debtors owe Skye, Diamond, Sterling, Fidelity banks N70.51bn
Some Deposit Money Banks on Monday (today) commenced the publication of the names of their delinquent debtors, with 269 companies and a few individuals owing four of the banks N70.51bn.
Our correspondent gathered that the 269 firms and the few individuals, who owed Skye Bank Plc, Diamond Bank Plc, Sterling Bank Plc and Fidelity Bank Plc, had failed to service their loans for at least 365 days, thus forcing the banks to categorise them as non-performing loans.
Although the list includes firms with non-performing loans of 10 years and above, over 70 per cent of the debtors took the loans in the last three to four years.
More banks, it was learnt on Sunday, would publish the names of their debtors with non-performing loans during the week.
Going by the Central Bank of Nigeria’s directive, all the 19 banks as well as discount houses in the country are expected to publish the names of their delinquent debtors by August ending.
The publication of the debtors’ names follows the expiration of the July 31, 2015 deadline set by the CBN for the banks and discount houses to publish the names of debtor-companies, their subsidiaries and directors in national newspapers.
The central bank had on April 22 directed the financial institutions to commence the publication from August 1.
Banks and discount houses are to publish the names in at least three national newspapers on a quarterly basis.
In line with the directive, the banks gave the chronic debtors a three-month grace period, which expired on July 31.
While Skye Bank and Fidelity Bank had published their debtors’ lists on Monday (today), Sterling Bank and Diamond Bank were forced to withdraw their lists at the last minute on Sunday for further reviews after some of the debtors made efforts to renegotiate their loans at the weekend.
Fidelity Bank, which has about N6.66bn as the total published NPL figure, has a telecoms company, Starcomms, topping its list of delinquent debtors with approximately N3bn debt.
Other companies on the list are mostly energy, oil and gas companies. The total number of debtors on the list is 28.
Skye Bank, which had about N13.3bn in the NPLs, published 107 names of debtor companies and individuals.
Sterling Bank is owed about N3.37bn by workers’ unions, consultancy firms and other companies. The number of its delinquent debtors is 61.
Diamond Bank has about N47.17bn as the total NPL figure, with oil and gas companies, construction firms, state government investment companies and a state House of Assembly topping the list. The delinquent debtors’ list comprises 173 names.
The big names of popular Nigerians that characterised the 2009 list are so far absent on the current list. This is because the Asset Management Corporation of Nigeria has bought the debts.
However, AMCON has said it will publish the names of its debtors in line with the current CBN directive.
The PUNCH had reported on Sunday that over 19 banks and discount houses operating in the country would publish the names of more than 1,600 debtors this week or before the end of August deadline given by the CBN.
Officials of financial institutions had confirmed to our correspondents on Saturday that they would publish the names of the debtors this week in compliance with the CBN directive.
Also on Saturday, the CBN ruled out the possible extension of the deadline on its directive to the banks to publish the names of their debtors.
The Director, Corporate Communications Department, CBN, Mr. Ibrahim Mu’azu, said there was no extension to the deadline.
As of the weekend, the debtors were said to be rushing to banks to renegotiate their loans.
The Director, Banking Supervision, CBN, Mrs. ‘Tokunbo Martins, had said, in a circular dated April 22, 2015, “In order to ensure that the industry NPL ratio does not exceed the prudential limit of five per cent, and to improve the credit culture in the banking industry, banks and discount houses are directed to observe prudent credit underwriting and monitoring standards.”
The debtors are those whose accounts have been classified as lost and include persons, entities, directors, subsidiaries and other related parties, according to the central bank.
The bank had stated that delinquent debtors in the category described above would be blacklisted and “banned from participating in the Nigerian foreign exchange market and in the Nigerian government securities market.”
The PUNCH had on March 15, 2015 reported that the volume of the NPLs in the Nigerian banking industry was set to rise further on the back of the devaluation of the naira amid weak global crude oil prices.
Global rating agency, Fitch Ratings, had in February, after the second round of devaluation of the currency, predicted that the banks’ non-performing loans would rise above the CBN’s five per cent limit by the end of this year, but below 10 per cent.
It said this reflected high credit concentrations as well as emerging risks, particularly in the oil and gas, and power sectors, adding that banks were likely to report weaker profitability, asset quality and capital ratios.
In 2009, the Federal Government spent about N5tn to buy the NPLs from banks to save them from imminent collapse.
AMCON, the government agency created after the 2009 banking crisis, was the special purpose vehicle used by to acquire the NPLs from the banking sector.

Boko Haram kills seven in Borno community
The Borno State Police Command on Sunday confirmed the killing of seven persons after suspected Boko Haram terrorists attack on Malari village in Konduga Local Government Area of the state.
State Commissioner of Police, Mr. Aderemi Opadokun, stated this while speaking with newsmen in Maiduguri.
“Information available indicates that suspected terrorists attacked Malari village in Konduga Local Government Area on Saturday around 22.30 hours (10.30pm).
“The attackers burnt down some houses and killed seven persons in the village situated along Konduga-Maiduguri road,” Opadokun said.
He said security agents had already commenced investigations into the attack.

Financial Perspective:
Support the Shareholder return strategy by developing and implementing the Division's processes that are aligned to achieving all elements on the business score card. (I.e. Grow Market Share, Grow ICT & Data Revenue, Increase EBITDA margins, Assure Revenue, CAPEX Returns Management and Net Subscriber Additions).

Research, document, disseminate and implement industry best practices with regard to fraud prevention and detection.
Develop and establish internal fraud detection processes and systems, ensuring effectiveness and efficiency.
Design and implement fraud prevention metrics to measure current processes or procedural changes relative to fraud.
Plan and co-ordinate the work of investigation teams and ensure ongoing adherence to audit and investigation methodologies and standards (Certified Fraud Examiners, International Internal Audit Standards etc).
Review complex, non-standard, ad hoc requests relating to fraud detection, investigation or prevention and provide effective, reliable and sustainable solutions.
Develop positive working relationship with other departments as well as external parties to enhance the operations of the forensic auditing team.
Periodically review the adequacy of tools, methodologies, procedures and processes used in carrying out forensic audit tasks with a view to enhancing the performance of the team and eliminate fraud.
Develop reports for disciplinary hearing or court case.
