Oil worth $13.7bn stolen under NNPC, says NEITI

The Executive Secretary of the Nigeria Extractive Industries Transparency Initiative, Hajiya Zainab Shamsuna-Ahmed, on Wednesday said between 2009 and 2012, about 160 million barrels of oil valued at $13.7bn was stolen under the watch of the national oil giant, Nigerian National Petroleum Corporation. She also said that subsidy payment from 2005 to 2012 indicated that $11.63bn had been paid to the NNPC but that “there is no evidence of the money being remitted to the federation account.” The NEITI boss, who called on the Federal Government to privatize the refineries, stated this during a courtesy call on Governor Nasir el-Rufai, at Sir Kashim Ibrahim Government House, Kaduna, on Wednesday. El-Rufai is among the four governors appointed by the National Economic Council to scrutinise the accounts of the Nigerian National Petroleum Corporation and the Excess Crude Account managed by the administration of Goodluck Jonathan. Part of the terms of reference was to unravel the N3.8trn not remitted to the Federation Account by the national oil giant between 2012 and May 2015, as well as $2.1bn said to have been deducted from the Excess Crude Account. Governors of Akwa-Ibom, Edo and Gombe states were members of the team. Hajiya Ahmed said, “Crude product swap of $866m was lost from 2009 to 2011 and $8243m in 2012. Total amount expended in subsidy payment from 2005 to 2012 as captured $11.63bn have been paid to the NNPC. However, there is no evidence that these amounts were remitted to the Federation Account,” she stated. Meanwhile, Governor El-Rufai disclosed that since he called for the scrap of the NNPC, the corporation has being sponsoring articles in the media to attack him to fight on till NNPC will be killed. He added that the corporation would be made to pay all monies it owed before its final death. El-Rufai said, “NNPC has become a monster that is too powerful. I will continue to fight NNPC till it dies for Nigeria to survive. “It is either Nigerians kill NNPC or NNPC will kill Nigeria. “Since, I called for the death of NNPC, the corporation has sponsored articles attacking me, but I am telling them my skin is thicker than an elephant.”

Ogun pays N496m WAEC debt

Ogun State Governor, Senator Ibikunle Amosun, says the state is no more owing the West African Examinations Council, having already approved the payment of a sum of N496m being owed the examination body. He said this shortly after the inauguration of new transition committee chairmen for the 20 local government areas in the state, held at the Oba’s Complex, state Secretariat, Abeokuta. It will be recalled that WAEC had on Monday threatened to withhold the results of May/June 2015 West African Senior School Certificate Examination for 19 states which allegedly defaulted in the payment of registration fees for state- sponsored candidates. Amosun, who explained that the federal allocation had dropped in recent times, added that this had put government at all levels under pressure, calling for proactive measures. The governor said enrolment figures in schools in the state had increased over the years but the government could not shy away from its responsibilities. He said, “The state is no more owing the West African Examinations Council. I have already approved the payment of a sum of N496m being owed the examination body on Tuesday.” The governor who said his government had, however, been able to meet his financial obligations, added that it had built more than 2,000 classrooms since inception to cater to the rising level in schools’ enrolment. He explained the state wage bill, including workers’ salaries, pensions, tertiary institutions’ subventions and utilities had risen to N9bn monthly. Amosun warned the newly appointed political appointees not to use their position to settle scores with anyone. The governor advised them to see their appointment as a call to service and not for them to work only for their party alone but for everyone in their local governments. He said, “Do not use your appointment as a tool to settle scores. Avoid chest beating and pettiness. You are not being sworn in to work for your party alone but for everybody. “Strive to relate well with your colleagues and workers in your local governments.”

NAF blocks, seizes Boko Haram fuel supply route

The fighter pilots of the Nigerian Air Force have blocked and seized the fuel supply route of the Boko Haram insurgents along the nation’s border with Cameroon. The Director, Air Force Information, Air Commodore Dele Alonge, said in a statement on Wednesday that the Air Force personnel intercepted 4,000 drums and jerry cans of petroleum products and other smuggled items from the insurgents. He said the items, believed to be supplies for the insurgents, were seized from smugglers in Pepe, Dashin-Hausa, Belel Bilachi and Konkul villages located along the Nigeria-Cameroon borders on Tuesday. He added that the Air Force was able to cut off the fuel supply routes of the insurgents through sustained air patrol activities along the Nigeria-Cameroon border. Alonge stressed that the Air Force had continued to decimate the capacities of the Boko Haram through deployment of surveillance and combat aircraft and effective use of intelligence. “The NAF was able to achieve the recent feat through its air patrol activities, covering both land and water, along the Nigeria-Cameroon borders. “The NAF has continued to identify and destroy BHT (Boko Haram Terrorists) camps and supplies by employing surveillance and combat aircraft. Intelligence gathered revealed that these efforts have greatly strained the supply efforts of the BHT,” he said.

US gave Buhari names of oil thieves –Source

The United States of America has handed over the names of Nigerian oil thieves to President Muhammadu Buhari, a member of the President’s entourage during last week’s visit to the US confided in The PUNCH on Tuesday. “I can tell you that the President already has the list of names of the people engaging in the stealing of Nigeria’s oil. The list, when released by the President, will shock Nigerians. But let’s wait and see first,” the source said. The source said Buhari was taken aback when he saw the names on the list and that the list given to the President by the US might compel him to probe the administration of former President Goodluck Jonathan. A Presidency source also confirmed that Buhari had such a list but that “the President has been keeping the list to himself.” The source, who told our correspondent about the list in the President’s possession, said the US gave Buhari two separate lists – one listing the names of top government officials who have been stealing the country’s oil, using their high offices to perpetrate the stealing; and the other containing the names of illegal oil bunkerers. The President had said last week that some ministers in the cabinet of Jonathan were stealing as much as 250,000 barrels of Nigeria’s crude daily. The Presidency source, who spoke to one of our correspondents on condition of anonymity, said Buhari had vowed that those whose names appeared on the list would not go scot-free. “The President will probe all of them and make sure they return whatever fortune they had made from their thievery,” the source said. The source said the President was already tinkering with the idea of constituting a panel to investigate those on the list with a view to arriving at how to deal with them based on the findings of the committee. However, it was gathered that, unlike the usual probe panels, the President would likely set up a special security team to handle the probe. The PUNCH learnt that the names on the list of oil thieves are a mixture of highly placed government officials, and retired and serving military officers. Meanwhile, the All Progressives Congress said on Tuesday that it supported the probe of the Jonathan administration by Buhari in the light of mind-boggling corruption that had been uncovered by the Federal Government. “Some people have insinuated that the Buhari administration should ignore the massive looting of our patrimony and move on. We say no responsible government can afford to do that, because it will amount to endorsing corruption and impunity,’’ the party said in a statement issued in Abuja by its National Publicity Secretary, Alhaji Lai Mohammed. The APC said billions of dollars had been skimmed off by “pathologically-corrupt public officials” in the oil sector alone, wondering how the government of the day could meet its obligations to the citizens if it refused to recover the huge funds taken away by thieving officials Mohammed’s statement read, ‘‘It is an irony that those who are suggesting that the Buhari administration should turn a blind eye to the incomprehensible looting are the same ones accusing the government of not doing anything. “It is even a cruel irony that the same party that presided over what is fast emerging as the worst governance in the history of our country is the same one that is daily bad-mouthing an administration that is cleaning up its mess. ‘‘Where does one start from? Is it the fact that the Nigerian National Petroleum Corporation failed to remit N3.8tn to the Federation Account or the mind-blowing stealing of 250,000 barrels of crude oil per day? “Is it the fact that the NNPC itself does not know how many bank accounts it had or into which ones the payments for Nigerian crude are made? Could anyone have imagined that a government minister would steal the unprecedentedly-huge amount of US $6bn of public funds as being alleged? ‘‘How does any sane person rationalise the fact that $1bn was unilaterally and illegally withdrawn from the Excess Crude Account just because, as the immediate past Minister of Finance has disclosed, the President ordered the withdrawal? What about the billions of naira waivers recklessly approved to dubious importers by the Jonathan administration?” It added, ‘‘Is it not clear now that the stealing and the profligacy – more than anything else, including the fall in oil price – helped to drastically reduce the monthly allocation from the Federation Account from about N800bn to about N400bn , thus pauperising the states and the local governments, and by extension the citizenry? “Against the background of the stunning revelations, what message will any government be sending to its citizens and indeed the global community by looking the other way, when it could still recover some of the looted funds for the benefit of the people? “This is why we are supporting the Buhari administration’s probe decision and we are calling on all Nigerians to support ongoing efforts to get to the root of the matter.” The APC said it was clear that the Jonathan administration had deliberately delayed giving the then incoming Buhari government the handover notes so as to avoid being asked critical questions pertaining to the looting under its watch. Also, the Peoples Democratic Party said it was on the same page with Buhari in the fight against corruption, but that due process must be followed. The PDP, in a statement by its National Publicity Secretary, Chief Olisa Metuh, in Abuja on Tuesday, said the clarification became necessary so as to remove any misconception that it was against the decision of the present administration to probe some past officials of government because they were PDP members. Metuh said, “The PDP supports the decision of the Federal Government to fight corruption in our country. “However, we make bold to state that it should not be disguised to victimise innocent citizens. Democracy has come to stay in Nigeria and no citizen, irrespective of political, religious or ethnic affiliation, should be denied access to due process and the rule of law in the process.” He added, “Furthermore, we make bold to state that he who comes to equity must come with clean hands. In that regard, therefore, we advise members of the APC blowing the horn ahead of the cart to keep quiet because many of them have been major beneficiaries of corruption and sleaze associated with themselves and their allies, especially one of them who as a disguised errand boy of a well-known APC leader is a major beneficiary of the largesse of perpetrators of corruption. “Apart from Mr. President, who for now, is not associated with any sleaze or corrupt activity in this democracy, most APC leaders are still those who as governors, ministers and labour leaders have been the worst corrupt set of Nigerians ever to bestride the political landscape of the country. “It is a great miscarriage of perception therefore for the APC leaders who are perpetrators of sleaze and corrupt acts to attempt to deceive Nigerians with imaginary holiness in this anti-corruption war by the President.” Consequently, he called on the President, as the leader of the APC to remove the log in the eyes of his party while “we support his commitment to remove the speck from the eyes of others.”

FG overrules JAMB on new admission policy

The Federal Government has overruled the Joint Admissions and Matriculation Board on its new admission policy that recently sparked off protests in parts of the country. The Permanent Secretary, Ministry of Education, Mr. MacJohn Nwaobiala, disclosed this to State House correspondents on Tuesday, after briefing President Muhammadu Buhari of his ministry’s activities and challenges at the Presidential Villa, Abuja. JAMB had, at its 2015 Combined Policy Meeting, adopted a policy whereby candidates of universities with surplus applicants for the Unified Tertiary Matriculation Examinations are reassigned to other universities with lower number of applicants than their capacities. Protest started at the University of Lagos when the institution’s authorities announced that only candidates whose names were officially forwarded by JAMB are eligible to participate in this year’s UNILAG Post-UTME. Nwaobiala told reporters that the decision was jointly taken at a stakeholders’ meeting that had parents and others in attendance. He said because of the dust raised by the development, the Federal Government had commenced consultation with the aim of identifying where adjustments could be made. He however said students that made the cut-off marks have been directed to go and write post-UME examinations in their schools of first choice since that was the bone of contention. Nwaobiala said, “This JAMB thing has been there. As the policy making body, when these issues were raised, they raised in a stakeholders meeting. We normally have what we call the policy meeting. Everything about admission are discussed with parents and other stakeholders at the meeting. “These are decisions that we collectively took. However, we have a listening hear. We have taken a lot of the issues raised into consideration and we are consulting to see the adjustments we can make here and there. “The directive has been given. All the students that made the cut-off marks have been told to go and write post-UME examinations in their schools of first choice. After, they can go to their schools of second choice. That has been the bone of contention.” On the threat by the West African Examinations Council to withhold the results of candidates in 19 states, who wrote the May/June 2015 WASSCE following unpaid examination fees by the state governments, Nwaobiala appealed to states to fulfil their promises.

Ooni of Ife, Oba Sijuwade, dies at 85

THE Ooni of Ife, Oba Okunade Sijuwade, reportedly passed on, on Tuesday, at 85 years and seven months. He was born on January 1, 1930. Unconfirmed sources said the monarch, who was said to have been flown out of the country since last Friday, died in the United Kingdom. Most top Ife indigenes and Osun State government officials contacted by The PUNCH late on Tuesday kept sealed lips but some traditional rulers in the state confirmed that Sijuwade had died. The spokesperson for the Ooni, Chief Funmilola Olorunnisola, told one of our correspondents that, “I don’t have anything to tell you immediately.” One Osun traditional ruler, who asked not to be quoted, confided in one of our correspondents on the phone last night that the Ife monarch had died. He said, “The Ooni is dead. It is true. He died about two hours ago in the UK. His two oloris (wives) – Olori Moni and Olori Odun – were with him in the UK. “He travelled out for treatment anytime he fell ill but he couldn’t make it this time. It is sad but I believe it is God’s time. There was nothing anyone could do to stop it. “Tokunbo, his eldest child, will probably leave for the UK this evening. There is nothing we can do but we take solace in the fact that he lived well. The proper announcement will be done later,” The traditional ruler’s account was corroborated by another monarch, who explained that the Ooni was indeed flown out of the country five days ago in an air ambulance after he slumped. A call to the line of the monarch was not answered. There had been fears over the health of the first class monarch since 2013 when he was taken out of the country for medical attention for over a month. Oba Sijuwade ascended the throne in December 1980. Born on January 1, 1930, Sijuwade became the fiftieth ruler of the ancient kingdom of Ife, popularly referred to as the cradle and source of the Yoruba, in 1980. Though he took the name Alayeluwa Olubuse II upon his installation, he dropped “Alayeluwa” from his name a few years back, saying that only God is fit to be called “Alayeluwa.” Alayeluwa means omniscience. A former commissioner and indigene of Ife, who spoke on condition of anonymity, said, “It is true. I was with him on Wednesday. Last Thursday when we held the political summit in Ife, he supported us and sent an emissary to the summit. He slumped on Thursday and was rushed to Ibadan airport from where he was flown to Lagos in an air ambulance en route to England for treatment. He became stable by Saturday. It is sad that he relapsed and passed on.” The flamboyant traditional ruler was crowned king on December 6, 1980 in a colourful ceremony attended by prominent traditional rulers the Emir of Kano, Oba of Benin, Amayanabo of Opobo and the Olu of Warri as well as the representatives of the Queen of England. It was gathered that the Ife traditional council and the Osun State traditional council would meet on Wednesday. A competent source disclosed that emissaries from the two councils would visit the Governor of Osun, Rauf Aregbesola, to officially break the news to the governor. Sijuwade was born to the Ogboru ruling house. The handsome king was a grandson of the Ooni Sijuwade Adelekan Olubuse I. He studied at the Abeokuta Grammar School and Oduduwa College in Ile-Ife. In 1967 the crisis had been resolved when the late Yoruba sage, Chief Obafemi Awolowo, was chosen as the leader of the Yoruba. In 1976, the Governor of Oyo State, General David Jemibewon, had decreed that the Ooni of Ife would be the permanent chairman of the State Council of Obas and Chiefs. Other Obas led by the Alaafin of Oyo, Oba Lamidi Adeyemi, said the position should rotate. The dispute calmed down when Osun State was carved out of Oyo State in August 1991, but still persisted. In January 2009, Sijuwade was quoted as saying that Oba Adeyemi was ruling a dead empire (the Oyo Empire, which collapsed in 1793). Adeyemi responded by citing “absurdities” in Sijuwade’s statements and saying the Ooni “is not in tune with his own history”. It will be recalled that Oba Adeyemi, the Permanent Chairman of the Oyo State Council of Obas and Chiefs, was conspicuously absent from a meeting of Yoruba leaders in April 2010. In February 2009, Sijuwade helped mediate in a dispute over land ownership between the communities of Ife and Modakeke, resolved in part through the elevation of the Ogunsua of Modakeke as an Oba. In August 2010 he mediated in the ownership dispute between Oyo and Osun states concerning Ladoke Akintola University, calling a meeting attended by Prince Olagunsoye Oyinlola, governor of Osun State, Otunba Adebayo Alao-Akala, governor of Oyo State and the Permanent Secretary of the Federal Ministry of Education which resulted in an action plan.

The convoy carrying the wife of the former President, Dame Patience Jonathan, was stopped from taking her to the foot of the aircraft on the tarmac of the Port Harcourt International Airport, the Federal Airports Authority of Nigeria has said. The former First Lady was reportedly stopped from using the VIP lounge of the airport. But the FAAN said it was not so. It was learnt that Dame Jonathan had gone to Port Harcourt on a private visit. Sources at the airport also alleged that the former First Lady was denied access to the lounge by security operatives of FAAN, who reportedly said they were working based on orders from “above.” But reacting to the report, FAAN, in a statement on Tuesday, described it as misleading and mischievous, stressing that the wife of former President Goodluck Jonathan was not denied access to “the VIP lounge at the Port Harcourt International Airport on July 27, 2015.” However, the authority was quick to state that what its security officials did was to stop the former First Lady’s convoy from gaining access to the tarmac where her aircraft was parked. The General Manager, Corporate Affairs, Yakubu Dati, said the security officials explained to Dame Jonathan’s team why her convoy was stopped, adding that the officials were only abiding by international safety standards. FAAN said, “The former First Lady’s convoy was only denied access to the foot of the aircraft during boarding formalities at the airport in line with international aviation best practices, strictly for safety reasons, as prescribed by the International Civil Aviation Organisation. Our security officials explained this fact to details of the former First Lady. “We wish to recall that former President Goodluck Jonathan, in his recent trips from the same airport, had had to walk to the aircraft from the protocol lounge, in recognition of this ICAO regulation.” FAAN went on to explain that family members of former Presidents were officially entitled to use the VIP lounge, adding that Dame Jonathan would not be denied that right. It said, “We wish to state that no such thing happened as Dame Jonathan, like other family members of former Presidents and other designated principal officers of government, are officially entitled to the usage of airport VIP and protocol lounges under the management of FAAN.”

Metuh was responding to an earlier statement issued by the National Publicity Secretary of the All Progressives Congress, Alhaji Lai Mohammed, in which the ruling party said it was in support of the President probing the regime of former President Goodluck Jonathan. In his response, the spokesperson for the opposition party said, “The PDP supports the decision of the Federal Government to fight corruption in our country. “However, we make bold to state that it should not be used as a guise to victimise innocent citizens. Democracy has come to stay in Nigeria and no citizen, irrespective of political, religious or ethnic affiliation, should be denied access to due process and the rule of law in the process.” He said the anti-corruption era which, he said, was being targeted at the past administration must not be blinded to some members and friends of this present administration. Tinubu seeks 100 days of honeymoon for Buhari

A national leader of the All Progressives Congress, Asiwaju Bola Tinubu, on Tuesday, urged Nigerians who have been accusing President Muhammadu Buhari of being too slow to allow the President at least 100 days of honeymoon. He said change, which was at the centre of the party’s campaign ahead of the presidential election, would not be achieved with a magic wand. Tinubu spoke with State House correspondents shortly after meeting behind closed-door with Buhari at the Presidential Villa, Abuja. “May 29 was when this President was sworn in. It is an international norm, there is an honeymoon period, at least a minimum of 100 days’ honeymoon. And you won’t allow honeymoon at all? You said change is not coming. Change is not by magic. It is driven by the people, the spirit and the character and the planning,” he said. The former Lagos State governor said the nation had witnessed many problems in the past because policies were made in a hurry without proper planning. He said it was better for the government to take its time to plan, than to rush into taking actions because of sentiments and emotions. He added, “It is not fair to jump into those conclusions (that change is late in coming). There must be time to plan, to review and even listen to people. “There is a separation between a campaign period, articulating your vision, expressing the promises to Nigerians, there is a time to look holistically at what you inherited, analyse it, distill and then take action. “Even in a 100 metres race, there is a time to say ‘on your mark, set, ready, go.’ “So, you don’t even want a time to be on your mark, set and go? No, you are not being fair.” The president met members of your party in the House of Representatives that ended in deadlock. What is your position in all these? On the leadership crisis in the National Assembly, Tinubu said it was only the conclusion of the media that the peace meeting called by Buhari on Monday ended in a deadlock. Fayose approves N119m car loan for Ekiti workers

Governor Ayodele Fayose of Ekiti State, has approved the disbursement of N119m as car loans to 623 workers in the state public service. The state Commissioner for Finance, Chief Toyin Ojo, disclosed this in Ado Ekiti, the state capital. Ministries, Departments and Agencies got N82,120,000 while Parastatals and Agencies got N36.80 million. Chief Ojo, according to a statement by the state Ministry of Information and made available to journalists on Monday, the loans were approved depending on the salary grade level of the benefitting officers. The statement quoted the commissioner as stressing “the commitment of the Fayose’s administration to the welfare of workers in the state civil service,” adding that he explained that “the loan is to be disbursed in one single tranche to the benefitting officers.” He promised that another batch of beneficiaries of the workers car loans will be announced before the end of this year.

The statement read, ” The All Progressives Congress in the state of Osun has directed that none of its supporters‎ who has no business at the state House of Assembly should go there tomorrow for any reason whatsoever, because the PDP is reportedly planning a murderous demonstration to usher in Justice Olamide Oloyede into the House. “We have it on good information that the PDP is planning to use the opportunity to cause mayhem as they had always planned. “The APC is calling on the security agencies, to again be on the alert so that evil minded people will not breach the peace. “The APC has also called on all its cadres and mobilisers to ensure that none of their supporters ventures around the premises of the state assembly.” But the PDP, while reacting to the allegation of violence by the APC said the ruling party was only afraid of their shadow. Presidency, Boko Haram Begin Talks-the Nation

Hopes of freedom for the 219 Chibok girls have been rekindled, with preliminary talks between the Presidency and some Boko Haram leaders. The new deal is being brokered by some confidants of the Presidency and the sect. Some key commanders of Boko Haram in detention are also eager to be part of the initiative, The Nation learnt. The new understanding came amid security reports that about 500 insurgents in a neighboring country are interested in renouncing terrorism – in line with the reconciliatory agenda of President Muhammadu Buhari. But the President is being cautious in rushing at the new offer from some leaders of the sect to avoid what a source described as the “costly mistakes of the past administration of ex-President Goodluck Jonathan. Buhari has asked security agents to “screen or certify” those spearheading the new negotiation to ensure that the government is dealing with the right Boko Haram leaders. Some Boko Haram leaders are believed to have been overwhelmed by the President ‘s olive branch. It was learnt that the President’s reconciliatory agenda made some confidants of the sect to initiate a fresh negotiation between the Presidency and some Boko Haram leaders. It was gathered that at the preliminary level, a “cautious understanding” has been struck by both parties. Some mileage gained so far include the following: likely release of some Chibok girls to underscore the readiness of Boko Haram for negotiation; involvement of some Boko Haram leaders, on whom the United States Government placed ransom, in the peace deal; and commitment of the Buhari administration to the negotiation. A source, who spoke in confidence, said: “The President’s appeal for peace in the Northeast is yielding dividends because a fresh facilitation of talks between the Presidency and Boko Haram has started. “This latest negotiation, which is at the preliminary stage, is being promoted by some mutual confidants of the Presidency and Boko Haram. “The new deal may lead to the release of some Chibok girls to set the tone for a comprehensive negotiation by both sides.” Responding to a question, the source added: “The President is extremely cautious on this offer of negotiation. “ Buhari has ordered security agencies to screen or certify those Boko Haram commanders interested in facilitating this latest negotiation to ensure that they are bonafide leaders of the sect. “The position of the President is that why he is not averse to a peace deal, the Federal Government must avoid the costly mistakes of the past which led to a waste of time and huge resources. “The President wants the release of the Chibok girls and quick restoration of peace to the Northeast; he is ready to negotiate with the right people for sustainable results.” But there are strong indications that the leader of the sect, Imam Abubakar Shekau, is yet to be involved in the new deal. “I think we are still at the preliminary stage. At the right time, there is a way the negotiation offer will be forwarded to their leader. “But the fact that some Boko Haram commanders, whom US placed ransom upon, might be part of the negotiation shows that the crisis can be resolved, if all hands are on deck, “ another source added. The defunct Joint Task Force(JTF) in the Northeast on November 23, 2012 placed ransom on 19 leaders of Boko Haram. The list had comprised five members of the Shurra Committee (the highest making body of the sect) and 14 Boko Haram commanders. According to him, nationalistic quest should override party supremacy for NASS members, warning against external influence in the National Assembly affairs. He added that it was better for the President to take his time, select credible and competent ministers and aides than to rush and appoint people who would not add value to his administration. Mustapha said, “The National Assembly crisis was unexpected. What do I mean by that? The government that was in power for 16 years had a very vibrant opposition, which has now taken over the rein of power, reversing the former situation. “And in that kind of situation, you expect all sorts of misunderstanding and crisis in the area of interests. States yet to get FG’s bailout funds – Oshiomhole

Edo State Governor, Adams Oshiomhole, has said none of the 36 state governors has received ‎his state’s share of the N713.7bn bailout fund from the Federal Government, meant to assist cash-strapped states to pay their workers months of arrears of salaries. Oshiomhole, who disclosed this to journalists shortly after a reception in honour of the Inspector-General of Police, Mr. Solomon Arase, at Sabongida Ora, in Owan West Local Government Area of the state on Saturday, explained that while he was unaware of any disbursement, there were conversations going on between the governors and the Federal Government. The governor added that President Muhammadu Buhari had been “extremely positive” in recognising that he did not want to preside over a country whose workers were not paid. He said the President was also worried about the expenditure of the states as well as measures aimed at the effective management of their resources. Oshiomhole added, “It doesn’t matter who is responsible for it; but at the end of the day, it is simply not acceptable to have a situation in which about 13, 14, 15 states for two, three, four, five, sometimes, one year‎, people have not been paid. “He (President Buhari) is angry with that and he is ready to work doable programmes to deal with that and then, going forward, to ‎look at the structural issues in the expenditure pattern of states because, you see, nobody ever has enough. “The basic law of economics is that resources are scarce in relation to our wants. So, who gets what done has to be a matter of creativity, of priority and of proper costing and project management. “So, I think the good news is that the President is there to stand by us in finding solutions beyond cash giving. Nobody has gotten any one dime. But there is always a time lag between when you conceptualise a solution, when you think through it, when you reach a conclusion and when it begins to manifest. “So for now, no governor, no government has gotten any one naira under the bailout. But the hope is there; the President is determined and we are all working to see that it is done in a way that it benefits the target group, which is that no Nigerian worker should go home at the end of the month without getting a positive alert from his banker.” Oshiomhole, who was part of the President’s delegation to the United States last week, described the outcome of the meeting with the US President, Barack Obama, as a demonstration of commitment to the development of Nigeria, as Africa’s most populous nation.

Tinubu behind Toyin Saraki’s EFCC ordeal — Sen. Waku

Asiwaju Bola Tinubu A former Vice-Chairman and member, Board of Trustees of the Arewa Consultative Forum, Senator Joseph Waku, has accused the National Leader of the All Progressives Congress, Asiwaju Bola Tinubu, of allegedly masterminding the petition that has changed the wife of the Senate President, Mrs. Toyin Saraki, to be invited by the Economic and Financial Crimes Commission. According to him, the decision was followed by a promise to help secure a second term for the EFCC Chairman, Mr. Ibrahim Lamorde. But Tinubu said Waku should not be taken seriously, as he was broke and needed “a quick fix.” Waku, a leader of the APC, in a statement sent to journalists in Abuja on Saturday, described a situation where Tinubu would be allegedly using his personal relationship with the EFCC Chairman “to embarrass and torment fellow party members” as unfortunate. Waku, in the statement, claimed that his findings showed that Tinubu personally gave the petition to Lamorde under the guise that he was submitting it on behalf of the APC leadership to punish Saraki for working against the party’s leadership on the choice of National Assembly leaders. He said, “I have chosen to speak out on this issue and make my findings on this issue known to the public. After days of painstaking enquiries, I discovered that both Tinubu and Lamorde maintain a mutually beneficial relationship since the days of Lamorde as the EFCC Director of Operations and based in Lagos between 2003 and 2007, when Tinubu was equally the Governor of Lagos. “I also discovered from my findings in EFCC that the so-called petition against Mrs. Saraki was personally given to Lamorde by Tinubu under the guise that he was submitting the petition on behalf of the APC leadership to punish Saraki for working against the party’s leadership on the choice of National Assembly leaders. This was followed by a promise to help secure a second term for Lamorde as EFCC chairman.” The controversial Benue State politician, who once called for military coup few years after the return of democracy, expressed his concern that EFCC “is again being dragged into the political arena to settle political scores like some years ago.” But when SUNDAY PUNCH contacted Tinubu’s Media Adviser, Mr. Sunday Dare, he said, “No one should pay Senator Waku any attention. We know when he is broke and needs a quick fix.” He added, “What he has said is fit for the trash. No one should dignify Waku’s tales by moonlight with any attention or ever take him serious. “For any serious individual with a reputation to protect, Waku is a very poor hire. Waku is an individual with no shred of reputation and a political pariah in his home state. “Tinubu does not run or dictate to the EFCC. And like countless others, Tinubu had also been investigated by the EFCC several times in the past. Tinubu has no hand in the travails of anyone because he is right now very busy, working with others of like minds on how the APC political agenda can set sail as quickly as possible. That is the urgency of now and not the tantrums of the likes of Waku.” Also, some members of the House of Representatives have kicked against Saraki’s wife’s invitation by the EFCC, who is billed to answer the invitation on Tuesday. In a statement signed by the lawmakers representing Lokoja/Kogi Federal Constituency, Umar Buba Jibril, and another representing Okehi/Adavi Federal Constituency, Muhammad Kabiru Ajanah, on behalf of 25 others in Abuja on Saturday, described the invitation as “highly suspicious.” The group said while it would continue to encourage the EFCC to carry out its legal mandate, it was optimistic that the highly professional anti-graft body, “will not lend itself as a tool to propagate the political agenda of any person or group.” The lawmakers added that they held strongly that the days of using the EFCC to harass and intimidate political opponents were gone, warning that, “We must never return to that dark and dangerous side in our polity.” Several telephone calls, emails and SMS messages to the spokesman of the EFCC, Mr. Wilson Uwujaren, on Saturday for his response to the allegation were not replied. However, an Abuja-based Non-Governmental Organisation, Society for Exemplary Leadership and Transparency, in a statement issued in Abuja on Saturday, dismissed the Like Minds Senators’ political insinuation into the invitation of Mrs Saraki by the EFCC. The group, in the statement signed by Mr. Emmanuel Johnson, asked why the senators could see the invitation as one from a legally constituted agency of the state instead of their “parochial angle.” It said, “It is now clearer than before that this set of senators are, indeed, hindrance to transparent governance promised Nigerians by the APC, and they will scuttle legislations and policies design to enthrone accountability and transparency.” The NGO reminded the senators that it would have been more altruistic if they had also questioned a similar invitation of the daughter of the late former President Umaru Yar’Adua and wife of a former Kebbi State Governor, Hajia Zainab Dakingari by the EFCC. “In view of these, we hasten to ask: why were you silent and did not mention ‘political motivation’ when, recently, other former state governors such as Murtala Nyako (Adamawa) and Sule Lamido (Jigawa) were invited to account for their years in office?” The statement added.

Female suicide bomber kills 14 in Cameroon

At least 14 people have been killed after a suicide bomber detonated an explosive at a popular night spot in the town of Maroua in northern Cameroon, three days after two attacks there, authorities say. Midjiyawa Bakari, governor of the far northern region of Cameroon, told The Associated Press news agency that authorites were still counting the dead and wounded following Saturday night’s explosion in the Pont Vert district. A local official, who was reportedly at the scene of the attack, told Reuters that the suicide bomber was a woman. While there was no immediate claim of responsibility, fighters from Boko Haram have been blamed for scores of attacks in the region this year. On Wednesday this week, in separate attacks in the town, explosives worn by two young girls detonated, killing at least 20 people and injuring at least another 22. One of the girls was at a central market and the other was at the adjoining Hausa neighbourhood when the explosives detonated. Authorities later told the Associated Press that one of the girls, aged nine, was disguised as a begger before the explosives went off. Boko Haram, which was founded in neighbouring Nigeria, has vowed to attack Cameroon because the country has supported the Nigerian military’s mission to defeat the group.

Probe: Don’t humiliate Jonathan, Igbo group warns Buhari

Igbo Leaders of Thought, a body of eminent Igbo personalities, has warned that the plan to probe the immediate past federal government should not be a ploy to humiliate political opponents of President Muhammadu Buhari, including former President Goodluck Jonathan. The group, led by constitutional lawyer, Professor Ben Nwabueze, also urged Buhari to immediately restructure Nigeria without delay. In a statement titled “Only truth and justice endures,” which was signed by its deputy secretary, Evangelist Elliot Uko, the group said the impending probe must be devoid of “witch-hunting and smear agenda.” It stressed that the probe would be reduced to a jamboree if it becomes an avenue to humiliate political opponents. Using the probe to humiliate political opponents of the All Progressives Congress-led Federal Government would cause problems for the country, the Igbo Leaders of Thought warned. “Desirable as the probe and prosecution of corrupt officials of the outgone regime is, we must endeavour to avoid witch-hunting and smear agenda. “Only the probe and prosecution of factual, traceable and clearly identifiable cases of abuse of office and misuse of public funds will inspire confidence and receive commendation of the citizenry and the international community. “Humiliating and deliberately degrading political opponents in the guise of probe and prosecution of corrupt officials will only reduce the whole exercise to a jamboree, that could lead to a lot of a acrimony and bad blood which we believe, is the last thing Nigeria needs at the moment,” the group said in the statement. The Igbo Leaders of Thought also insisted on the restructuring of the country into federating units. The proposed restructuring of the country was canvassed by several groups, including the pan-Yoruba socio-cultural group, Afenifere, and Ohanaeze Ndigbo, the apex Igbo socio-cultural body, during the 2014 national constitutional conference. Insisting on restructuring, the Igbo Leaders of Thought argued that it would amount to living in denial to pretend that the current federal structure was sustainable. The group noted that fighting corruption and insurgency alone would not be enough to restore the confidence of Nigerians in the country’s future. Arguing that the current federal structure, which was established by the military, was the bane of contemporary Nigeria, the Igbo Leaders of Thought described the proposed restructuring of the country as urgent. It said, “We believe that Nigerians from all persuasions, political divide, zone or status all agreed that the unity, security, stability of Nigeria should be the priority of all concerned at this juncture of our national growth. “Sincerity of purpose, commitment to what is best for the country and for the good of all should guide actions and steps of our new leaders. “While views and opinions may differ on solutions to the myriad of problems confronting us as a people, truth is usually located somewhere near the court of justice, equity and fair play. “Continuing to pretend that the present political structure is sustainable is clearly to live in denial of reality.”

I’ll ensure polio-free Nigeria – Buhari

President Muhammadu Buhari President Muhammadu Buhari on Saturday promised that his administration will do all within its powers to ensure that no Nigerian child is ever infected with poliomyelitis again. A statement by his Special Adviser on Media and Publicity, Mr. Femi Adesina, quoted the President as speaking at a brief event organised to mark Nigeria’s successful completion of one year without any reported case of the wild polio virus held inside the Presidential Villa, Abuja. Buhari further pledged that the Federal Government would mobilise and deploy all necessary resources to efficiently complete the task of eradicating polio from the country. He therefore called on all stakeholders to ensure that every new born child is vaccinated against the virus. “Today, 25th of July, 2015, Nigeria has successfully completed one year without any case reported of the wild polio virus. “Achieving this feat has placed us firmly on the path to eradicating this paralysing disease from our land. “I seize this opportunity to call on state governors, our traditional and religious leaders, the private sector and our mothers and fathers to redouble their efforts to ensure that every child and every new born baby is vaccinated with the polio vaccine and other life saving routine vaccines,” The President was quoted as saying. Buhari thereafter personally vaccinated one of his grandchildren against polio at the occasion. The gesture was meant to demonstrate his commitment to eradicating the virus from Nigeria as well as the safety and efficacy of the polio vaccine. He thanked all Nigerians and foreign partners who have supported the country’s polio eradication programme in several ways. He said he looked forward to the formal declaration of Nigeria as a polio-free country in 2017.

Why I can’t pay workers’ salaries – Aregbesola

Governor Rauf Aregbesola of Osun State, has once again blamed the failure of his administration to pay workers salaries as at when due on the drop in allocations to the state from the Federation Account. Aregbesola said this Friday night during a chat with newsmen on the sidelines of an award to him for service to humanity by Voice of African Women for Human Dignity, an NGO. The award was presented to Aregbesola at Asokoro, Abuja. The governor said that he was pained by his government’s inability to pay salaries regularly. “I have found it hard to pay the wage bills owing to the declining federal allocation to the state. “Federal allocation to the state has reduced by 40 per cent since 2013, thereby making it difficult for my government to meet its responsibilities,” he said. Aregbesola said the situation became so bad at a point that he resorted to the state’s reserves, which he said also ran out on the payment of salaries. He said administration had already to accumulate debt of N12bn in its bid to ensure that salaries were paid regularly, adding that his government was committed to the people’s welfare. Aregbesola commended the group for the award and promised that it would inspire him to do more for the public. “I got into politics so that I can render quality services to the suffering people of my state because majority of the people are hungry and angry,” he said. At the presentation of the award by Hajia Amina Idris, the president of group, said the award was to appreciate the governor for his service to humanity. “This award of excellence is in recognition of your immense contribution to humanity”, she said. Idris said Aregbesola had been exceptionally helpful in the area of improving child education and promotion of human dignity through lofty programmes.

Governor Nasiru El-Rufa’i, who disclosed this during a working visit to the Police Command Headquarters in Kaduna, also pledged to provide 50 motorcycles to the command. The governor said the gesture was in appreciation of the tremendous work of the police in securing lives and property in the state. “The police are the first line of defence and I thought it wise to come here first and thank you and to also encourage you. “Also to know the challenges you are facing so that within the resources of the state government, we can do our best to provide you with the tools and equipment necessary for your job. “The vehicles are already being procured as we speak and the motorcycles will follow by God’s grace,” he said. El-Rufa’i charged the police to work harder, be honest and maintain good reputation in order to earn the respect of most Nigerians who view them in bad light. “Our job as government is to see that we provide you with the tools and the environment to work. “I am very proud with the performance of the Nigeria Police, Kaduna State Command. My government will support the security agencies very strongly as they are doing great job here in Kaduna.” The News Agency of Nigeria reports that the governor also visited the police Criminal Investigation Department where he promised to pay fines of those on remand for minor offences. Responding, the Police Commissioner, Mr. Umar Shehu, appreciated the government’s gesture and assured him that they would continue to do their best in providing adequate security in the state. Shehu said the visit was historic as it was the first time any serving governor had visited the command to be acquainted with its challenges.
